    Great news, I was able to go out into our warehouse and measure the mounting holes on this brake assembly. The center to center width measurement is 3-5/8 inches. The height measurement is 3-7/16 inches center to center. I have added an image for you to see my exact measurements.

    It's got to be something mechanical on the assembly of the problem wheel. I'd go with a new assembly like part # 23-434 and you'll have it taken care of. Unless you pull the hub off and can find an obvious mechanical error. You could test this by swapping the brake assemblies on the left hand side of the trailer and see if a different wheel starts to lock up.

    There are 2 different sets of 12-1/4 x 3-3/8 inch brake assemblies and the difference between them is the mounting patterns they have. Electric brakes # 23-450 and # 23-451 will bolt to either a 5-hole or 7-hole mounting flange and they are for 9K to 10K axles which is what the hub # 9-44-1 is for. Electric brakes # 23-434 and # 23-435 will bolt to a 4-hole flange and they are for 8K axles.
