    Like you said we have 12-1/4 x 3-3/8 inch brakes but no 12 x 3-3/8 inch brakes. When measuring though measure the inside diameter of the drum and not the diameter of the brakes. I have included a picture showing what I mean. If you measure the drum and get 12-1/4 inches then you can use 12-1/4 x 3-3/8 inch brakes such as # 23-450. But if you are measuring the inner diameter of the drum and are getting 12 inches then we will not have brakes that match the specs you need.

    So I was able to pull up some information on your Dexter Axle and based on the 008-232-05 number you listed it looks like you have a 9k rated axle. So for Dexter 9k brake assemblies you would want the part # 23-451 for the right side and part # 23-450 for the left side. These assemblies are 12-1/4 inch by 3-3/8 inch and are self adjusting.     There are 2 different sets of 12-1/4 x 3-3/8 inch brake assemblies and the difference between them is the mounting patterns they have. Electric brakes # 23-450 and # 23-451 will bolt to either a 5-hole or 7-hole mounting flange and they are for 9K to 10K axles which is what the hub # 9-44-1 is for.     Changing spindles on a trailer axle requires specialized jigs and is best left to a qualified experienced welder. Any deviations from perfect concentricity of the spindle and brake flange will result in bad performance and/or damage to the components.
