  Swagman manufactured the Outfitter Adventure racks for Reese up until 14-15 years ago. They make a rack very similar to that one currently, which is the Swagman # S64675 Original. Unfortunately, the replacement bottom plate and the bolts you mention aren't available anymore because the bottom plate is now integral to the rack and isn't removable. So if you can safely repair the rack you are certainly welcome to do so, but the updated model does have the ability to tilt away from the vehicle...

  I do have a solution for you, but the Reese outfitter is an older rack that is no longer made. That said, Swagman actually used to make this rack for Reese, so you can use the top plate # SP-102. This will include the top plate and knobs. It may differ slightly from the original top plate, but the # SP-102 is known to be compatible with the older Reese Outfitter racks.

Hidden Hitch is no longer a brand name that manufactures products, so I recommend you drill holes to match your 6-1/4 inch spacing. You can then use the Replacement Non-Locking Knob for Swagman Original and XP Series Bike Carriers - 2009 and Newer # P1041 to replace the knobs if you also need those.   Swagman did produce some of the older bike racks sold under the Hidden Hitch brand (sister brand to Reese) and we do offer a replacement top plate for the 3-bike carrier, part # SP-102, which measures 11-3/4- long x 4-3/8-inches wide.   I do have a couple great options for you, however there are no longer any replacement top pieces available that fit your older Reese Outfitter Adventure Rack. Your only option at this point is to replace the carrier altogether. For a rack that's really similar to what you have I recommend taking a look at the Swagman Original 4 Bike Towing Rack # S64675. This carrier can handle 4 bikes and has a towing capacity of 3,500 pounds, which I believe is even more than the limits on your Reese...

  Your vehicle would be able to tow your tear drop trailer at 1,200 pounds with your Reese Outfitter bike rack. We carry a variety of tow balls but you first need to determine the diameter of the Reese bike carrier hole so it matches the diameter of the ball shank.
