I reached out to Yakima and actually sent them your picture because it didn't look right to me. Turns out I was correct; your old wheel holder has an extra hole that they believe was drilled at some point but wasn't there when it was manufactured. It looks like someone drilled a new hole in order to position the tray differently than designed. Yakima definitely recommends using the pre-drilled holes in your new tray, part # Y90197, and not drilling your own as you asked.

What Replacement Front Ratcheting Arm Do I Need for My Older Yakima HoldUp Bike Rack?
I have a solution for you. For your older-style HoldUp, Yakima only sells the complete tray (platform, arm, front wheel tray/cup, and ratcheting hook). For this part, you will need the Replacement Front Wheel Holder Assembly for Yakima HoldUp Bike Carriers # Y90197. To install the replacement assembly, you will use your current mounting hardware. I checked with Yakima and they list the replacement assemblies the same way we do, # Y90197 for the front, and # Y90198 for the rear. But I see what you are saying. The pictures are swapped. That we can fix easily. You would receive the correct part because the manufacturer boxes are labeled with the appropriate part numbers.

Parts Recommendation to Replace a Cracked Front Wheel Tray on a Yakima Holdup Bike Rack
I spoke to my contact at Yakima and he informed me that the only way to replace the front wheel tray on your Yakima Holdup # Y02445 would be to replace the entire piece with part # Y90197 that you referenced. He said that the front wheel tray is captured in the arm assembly of the rack when it is being manufactured and there is no way to get it out without damaging the rack.

Difference Between the Replacement Wheel Assembly part # Y90198 and # Y90197
The difference between the two parts you referenced is that the Replacement Front Wheel Assembly # Y90197 is the track for the front side of the rack and the Replacement Rear Wheel Assembly # Y90198 is for the rear track of the rack. If you are unsure which side you need check out the picture I attached that shows the two on a rack and will help you see which side you would need. And yes, they both come assembled as you see them in the pictures.

The part closest to the car is actually the front wheel assembly. If you have the older style gray Yakima HoldUp you need Replacement Front Wheel Holder Assembly # Y90197. For the newer style black Yakima HoldUp you need the Replacement Front Wheel Assembly # 8890280.

Since you have the silver version of the Yakima Holdup you can replace the entire trays of the rack with part # Y90197 for the left side tray or part # Y90198 for the right hand side. The arm kit you mentioned only fits the newer racks.

Looks like you have a Yakima Holdup that was made from 2008-2009 based on your picture. The replacement parts for it are a bit limited due to it's age which means that from Yakima you can only replace the front tray assembly with # Y90197 or the rear with # Y90198.

My best guess is that warping could have occurred somewhere on the wheel tray and/or debris in the hinge. Especially if both front trays won't move. Some things I'd check first to troubleshoot is to check if there's a gap between the folding front mount and the plastic in between on both sides. If there's a gap, there might be debris. If not, then the plastic itself might be stopping the rotation. Next, I would try lubricating the folding mount. See if you can get any movement at all. If...
