  I would first try bleeding the brakes to first make sure there's no air in the lines as that prevents them from working but also will give you an idea if the master cylinder is working as well.   The two Titan brake actuators, parts # T2478100 and # T4750600, are the same actuator except the former is for drum brakes and the latter is for disc brakes. Part # T4750600 operates at a higher pressue (around 1,500 psi) which is what is required for disc brakes where part # T2478100 only operates about 1,000 psi. You want to select the appropriate actuator because the higher pressue is too much for drum brakes and the lower not enough for disc.
