  The Atwood actuator you mentioned is no longer available but we can help replace it. To replace it I recommend the Titan, part # T4747200.   There are a couple of ways you can bleed a trailer brake system. Titan offers the following instructions, which I have also linked for you, on bleeding the brakes: Remove the master cylinder cap and fill the reservoir to three quarters full with DOT-3 brake fluid.   We've got some nice options to replace the GDC-80 actuator you've got that will bolt up to a 3 inch channel tongue.   It does take quite a bit of force to manually push in an actuator with or without the cap on. But the cap should be off when you bleed the brakes. Also, the longer the board the more leverage you can put on the coupler and the easier it will be to move it. I recommend using a vacuum pump brake bleeder # PTW87030 which makes things a lot easier. I wasn't able to find any information on the TS3571EZ axle you have by Dexter, but I will say this will fit a Dexter 3,500 lb axle that has hubs on it currently that are inner bearing number of L68149 and outer bearing number of L44649.
