Glad you asked, and it does, but you'll need longer bolts for the clamp-on version of the Inno Locker, or you can use the channel-mounted version. The reason for that is the clamp-on Inno Locker mounts to crossbars up to 1-1/8" tall, and the Rhino-Rack Vortex crossbars are 1-3/16" tall. So here are your two options:
