Hollywood rack used to make such a carrier, but it was not rated for RV use, and it has been discontinued for about a year now. The answer is actually yes to both; you can convert the 84" wide carrier to a 60" wide carrier, and conversely the 60" carrier can be converted to an 84" wide carrier with the extension. To go from 60" to 84" here's what you'd need:

With a ladder on the back of your RV it is unlikely you will still be able to fold up the 24 x 84 etrailer Cargo Carrier for RV Bumpers # e96ZR.
Reason why is when the carrier folds up it takes up all the space of the bumper, so unless your bumper protrudes out past where the ladder is you won't be able to. If you want that folding feature, and your ladder is off to the side, a carrier with less width will be able to fold up as you can mount it on the side of the ladder.
