It really comes down to what the aftermarket bumper manufacturer will endorse and say is okay. If the bumper manufacturer states that their bumper can have it's D-rings used for connecting a tow bar it would be okay to do so.

If you plan on carrying generators I would not use a bumper mounted hitch. The fact that the bumper is rated for a bike carrier says to me that you don't want to put anything else on it. A loaded bike carrier isn't all that heavy. But a cargo carrier with generators on it can create a lot of stress. A frame mounted hitch should be used. I have a solution for you, but the RV Bumper 2" Trailer Hitch Receiver # S64025 that you referenced can only be used with the hitch opening on top of the bumper.

What you'd want to do is drill holes in the Pre-Drilled Round Rubber Trailer Bumper # D3-96 to match the mounting holes of your trailer and you'd be set.
