To fit a bike with a wider tire you will need to purchase a new rack like the Yakima HighSpeed Roof Bike Rack # Y02115. Your current rack looks like the Yakima Viper which was discontinued in 2016. There is no way to adapt that rack to hold a wider tire due to the design of the channel the bike sits into.
