If the nose of your trailer is nose down when hooked up to your vehicle it will cause additional tongue weight on the hitch which could in theory lower your fuel economy, but I do not have an exact figure. As long as the extra tongue weight on the hitch is not exceeding the capacities of your vehicle or hitch it is not unsafe, but is also not ideal.

The Convert-A-Ball their Pintle Hook Combo # PH1 is specified for a 3-inch inside diameter lunette ring for proper fit on the included pintle sleeve. However, my contact at Convert-A-Ball confirmed that a lunette ring with an inner diameter of 2-1/2-inches will fit over the pintle sleeve. I went to our warehouse and measured the sleeve and its diameter is just under 1-7/8-inches.

If your B&W Tow & Stow Pintle Hook, like part # BWTS10055, has some play in the shank when you are stopping and taking off then it sounds like you need an anti-rattle device that helps limit the ball mount from moving. I recommend checking out the Anti-Rattle Trailer Hitch Receiver Lock # 63232 which fits 2" trailer hitches and uses a spring, block, and threaded hitch pin that pulls the shank up against the inside of the hitch receiver.

As you obviously have already learned there are a lot of variables into building a trailer. And I can't tell you what is or isn't completely safe in your exact circumstances. I highly recommend having your setup evaluated by a professional welder who has experience with trailers. Most pintle hitch mounting plates do have the same hole spacing and diameter. That is not to say that there isn't the oddball size every now and again. The vast majority do have the same spacing and hole diameters though so if it were me I would not be worried at all about it.
