I spoke with Yakima and they do not have the size of the bolt that holds the stem to the back plate on the Yakima SpareRide 2 Bike Rack part # Y02599. I would check to make sure the weld nut inside the back plate is not damaged as this could be causing it to come loose. The plastic lock cylinder plug in the older model of the Thule Spare Me 2 Bike Rack # TH963PRO will likely require a you to carefully drill out the plug at this point. Use a small drill bit and gradually get larger as needed without going too deep to remove the plug. You will need to find a way to rotate the plug 90 degrees to release or completely drill it out so you can use the lock cylinder in its place.

I'm not aware of any vehicle manufacturer having a stated capacity for their spare tire holder. I absolutely understand since I seem to have the worst luck with those bike rack knobs sometimes. You have to get the arms into the right position, but finding that sweet spot may be tricky.
One time I realized that I was spinning the screw on the other side and wasn't actually loosening the knob. If you check on the inside of the arms, you might see the other end of the knob. Hold that in place while loosening the knob.

Yakima changed the design of their SpareRide 2 # Y02599 a while back and now go with the "zip strips". So we no longer carry the rubber straps. We do have the replacement parts for the current design which also fit your older model. You could have just replaced the zip strip # 8880566, but they are no longer available, instead, you can replace the whole SuperCush Anti-Sway Cradle # 8880598.

The Thule Spare Me should have included three keys, two for the lock and one change key. The change key will have no 'teeth' on the key, and is used to remove the lock cylinder to replace it with another one. The lock keys should have numbers on them that match the numbers on lock cylinder.

Since you have an offset spare on your 2003 Honda CR-V you would want to go with a Thule Spare Me part # TH963PRO that comes with an offset adapter to accommodate this.
Otherwise the # BT300 would carry your bikes off-center.

I took a look at your bike and it has a cross tube that does angle down quite a bit so I think your best option would be to use a frame adapter bar like part # UB01 when carrying it on the Thule Spare Me # TH963PRO.

I went out to the warehouse and pulled a Hollywood Racks SR1, # HRSR1, to take an important measurement for you. The rear steel bar on the rack, the one that would be between the back of the spare and the vehicle, is only 1/4 inches thick. Based on your measurements this should not be a problem. It sounds like the cradles have worn down enough to slide on the arms. What you can try is to spray some hair spray where you want the cradles to stay then slide them into place. The hairspray will initially act as a lubricant but once it dries it will become tacky and hold the cradles in place better.

The Yakima SpareRide part # Y02599 is basically the next generation of spare tire bike rack from Yakima. They discontinued the SpareTime and replaced it with this. The racks are still pretty similar but the SpareRide got upgraded bike frame cradles that can be adjusted and has zip straps for securing the bikes to the cradles instead of the rubber straps. Also there is an upgraded way fro lowering the arms of the rack that make it a bit easier.

Everything I found on the backup camera for a 2018 Jeep Wragnler JL shows that it is in the spare tire at the rear of the vehicle.

As you can see by the cut out of the linked directions I added you can see that it uses a mounting bracket and tongue. You'll need to remove the locking knob by unthreading it, then remove the mast, then the spare tire and then the mounting bracket.

However, none of the compatible racks mount to the spare tire itself but if your RV has a 4 to 4-1/2 inch square steel bumper then you could use the Swagman Around the Spare Deluxe rack # S80501. Make sure that the surface you are pushing the measuring tape up against is the plate that the spare tire mounts to. It may be that you are measuring up to the rear door of the vehicle and missing the plate.
