If the board were secured to the truck bed in some fashion then there should not be a stability problem using # S64700. But that is not really going to be necessary because there are bike racks that are made to be used in a truck bed.
For example if your 2008 Chevy Silverado does not have the cargo management rails on the bed sides you could use Topline rack # UG2500-3 for 3 bikes and you would not have to remove any of the bike wheels.

If you check out the video I've linked for you, you can see that when the bikes install, the front bike wheels are carried at an angle, so that the front bike wheels aren't taking up very much room at all between the tailgate and where the trailer would sit. The tires wouldn't extend past the rear surface of the tailgate by more than a foot, which would in no way impede your trailer turning radius. You'll see what I mean when you view the video.
