I have a strap solution for you, but it doesn't look like straps used to secure a boat on a cart like the Malone NomadTRX Standard Kayak Cart # MAL88FR are replaceable so I recommend using standard cinch straps instead. As far as the mounting style on the Thule JawGrip # TH73NV, it comes with bolts that go into top crossbar channels. This is because it is a channel-mount style. First, you'll need a roof rack for your 2021 Toyota Rav 4. If you already have factory crossbars then you should just get the Malone Pads # MPG314 and our strap kit # e36ZR.
