  Sanding and repainting your Roadmaster High-Low Hitch Adapter # RM-048-6 would be a great way to prolong the life of it. There is a product called CLR (Calcium, Lime and Rust) Remover that would make quick work of the rust as well. I used it on an old guitar that had a lot of rust on it and it removed the rust very quickly and easily. I would go with a rust inhibiting primer and paint as well. Rustoleum should work well.
