Recommended D-Ring Tie Downs and Straps to Secure 1998 Jeep TJ to Trailer

I am looking for a recessed mount d-ring for my car hauler. I haul a 1998 Jeep TJ and need 4 recessed d-ring mounts for my trailer? will the # RR5K be strong enough to hold the vehicle?

They will be more than strong enough for your needs. Each of the Bropy # RR5K D-Rings has a 5,000 lb capacity but has a WLL (safe working load limit) of about 1/3 of that figure, which is just under 1700 lbs. Since you're using 4 of the D -Rings, you'll have a total safe working load limit of almost 7,000 lbs, which should be plenty strong enough to hold your Jeep firmly in place.
I don't know what you were thinking of doing for straps, but if you don't already have a solution in mind, the Erickson Car tie down kit, part # 08504-05 would work well for you. You'll need four of them, one for each corner of the Jeep. The straps have more than enough capacity to safely secure your vehicle.
