Can the neutral and brown lines be used to run a small device if connected to vehicle?

The individual wires of the Bonded 4 Wire # 16-4B-1 are 16 gauge. If you want to use this wiring to power a small circuit you should be fine as long as 16 gauge wire would be adequate for the accessory.
If connected to a vehicle using traditional 4-way wiring the brown wire would have power when the headlights or running lights are on. So whatever accessory you are looking to power would only be powered with either of those circuit.
