I have a 2015/3500 cab and chassis dodge, will the Reese R P 30160 mount to the frame, cause that is where I would like to mount it as I will not have a bed but just fenders

The Reese OEM 5th Wheel Hitch # RP30918 that you referenced is only designed to fit the hitch prep package of the Ram trucks. It would not fit a cab and chassis truck without considerable modification that I can't really recommend safely.
Typically for cab and chassis trucks we recommend Reese Low-Profile 5th Wheel Trailer Hitch # RP30054 which is designed to mount directly to truck frames.
Installation of the Reese low-profile fifth-wheel trailer hitch may require welding and moderate fabrication to ensure that the hitch is connected either directly to your vehicle's frame or to a substantial steel support structure that connects to the frame.
