The # ETBC7 kit is used to install a brake controller and 12 volt accessory circuit on a vehicle that has a functional 4-way installed on it already. The 4-way of the vehicle (which carries the running light circuit), would plug into the 7-way adapter and the rest gets hardwired.
For a 1999 Dodge Ram you would want the part # 118329 for a 4-way. This plugs in line with the taillight circuits to provide a running light circuit for the trailer.
