Since your folding steps do fully extend and retract but just make some chattering noise my suggestions are to first inspect the mechanism as it is in motion - being very careful to avoid personal risk!
You want to look (and listen) for any signs of parts of the mechanism binding or flexing inappropriately at any time during the in and out operation cycles. Look for parts that may be out of correct alignment. You'll also want to ensure that there is no trapped debris within the moving parts, such as grit or sand.
If there is nothing clearly wrong and correctable that you can attend to, then I suggest you apply a modest treatment with some quality grease like # L11354. Lubricating the hinge points will naturally reduce friction and if this is the cause for the issue you should notice smoother operation.
You may have an issue with the motor or a sensor that controls it. You can check the wiring for any signs of damage or wear to the wiring.
