I have a curt 5th wheel slider 16k hitch I am transferring to a 2004 Dodge Ram 4x4 with 6ft box. Can I purchase the C16303-200 kit minus the rails which are only one year old and I plan on transferring them as well. My trailer is only 4000Lbs and what is the distinction between the above kit and item RP30035-023

This kit is compatible with Curt fifth wheel hitches including sliders. Since your trailer is only 4000 lbs you will be well under your hitch's weight capacity of 16K.
The main difference between the Curt rails you referenced and the Reese rails # RP30035-023, is that the Curt rails are only a fit for the 1500 Series, while the Reese Rails fit some 2500 and 3500 Series trucks.
