What is the maximum angle the winch can be mounted without rubbing on the housing? my boat trailer winch bracket is not perfectly horizontal.

When using any winch, including an electric winch such as # 2953AT, you will need to have a straight line pull at least 12 inches out from the winch. So in terms of angles it shouldn't really be at any other angle other than level.
You would then use pulleys such as # CU881081 to change directions. Having a line pull that is not level puts too much stress on the winch.
