Question:
where in the bed does the ball have to be front to rear ? over the rear axle,slightly in front the rear axle or can it be 8inch to 10inch behind rear axle???

A goose neck hitch ball, or the center of a 5th wheel hitch head for that matter, will be located either right over the rear axle or an inch or so forward of it. You do not want a goose neck hitch ball to be located behind the rear axle since this would cause the trailer's tongue weight to push down on the rear end causing lots of sag and at the same time lift the front end of the truck. The elevated front end would cause your lights to be aimed too high and would also negatively affect your steering and braking performance since the front tires would have reduced contact with the road surface.
