Question:
Construction appears more solid than roof bags that show more mixed reviews and cost more. If this bag is tied down securely and within the roof weight capacity limit, is there a technical reason it cannot be used on a large roof basket instead of a hitch carrier.

You could use the etrailer cargo bag # 988501 on a roof basket if you wanted to. It lacks some of the aerodynamic qualities of bags meant to go on a roof but other than that it would work. Otherwise I recommend the Rightline bag # RL100S30 which has 18 cubic feet of storage space and is designed for the rigors of roof travel. I have linked a video review of this bag for you.
