im worried about corrosion/rust that may result in the lock being stuck on the vehicle. I assume the stainless steel lock is best but would you have any recommendations for a particular 2 hitch lock that resists corrosion/rust best?

Yes, you are correct the best hitch lock to prevent rust and corrosion is the stainless steel lock. The stainless steel locks will not corrode.
