For the 1998 Dodge Ram truck, the only available fifth wheel installation kit available would be a universal kit, like the # RP30035 from Reese. This kit uses brackets that bolt directly to the truck's frame, and drilling is required.

The Reese Elite Under-Bed Mount you referenced, part # RP30074 is a fit for 2003-2013 Dodge Ram 3500 trucks and would not fit on your 1998 Ram. This install kit does indeed clamp around the frame members, rather than bolting to them. Reese's design and engineering work determined that when the mounting hardware is properly torqued, the installation is more than strong enough to meet the 18K capacity of the install kit.
