For best stability, should these be mounted so that they swing up and down in a front to back motion or side to side. to further explain, when down should they be angled toward the front and rear of the trailer or the sides of the trailer?

In a nutshell, you'll want the RAM # TJ01RT stabilizer jack pointed in the direction where you need the stability. If you're needing fore and aft support, then have the stabilizer jack angled toward the front or rear of the trailer. For side to side support, you'll want the jack pointed to one side or the other. The jacks can be bolted or welded into place.
