First, let's make sure your are using the right wiring harness for your 2012 Dodge Journey. Wiring harness # C56330 is designed for models that have LED tail lights. If your Journey has regular incandescent bulbs then you would need a different harness # C56190KIT.
It is important that the white ground wire be attached to a clean bare metal surface. There can't be any paint or coating of any kind.
To test to see if the converter is the problem you can test it using a circuit tester such as # PTW2993. First, test the wires going into the box from the vehicle for the correct functions. Then test the wires coming out for the right functions. If the wires going into the converter are not right or they don't have the right functions on the output side then the converter is bad and the harness will need to be replaced.
I recommend going with Tow Ready harness # 118536 because we hear about less problems with them. It installs the same way as the Curt harness. Since you already have the power wire run for the Curt harness you would not have to do it again if you went with the Tow Ready harness.
