Question:
Can you easily remove the fifth wheel hitch from the truck when not towing without unbolting the base ?

The Curt E16 hitches, # 16516 for the slider and # C16115 for the fixed version, mount to the rails in the truck bed with 4 pins. Additionally, the head is held to the center section with 2 pins. This is to make removing the hitch from the rails easier. First remove the head then the base or legs from the rails. You won't have to un-bolt anything.
The installation kit you referenced, # C16411-204, will fit your 2013 Chevy Silverado if it is a 2500 or 3500 short or long bed. I have linked the installation details for you.
