Question:
Does the hook arms swing out easily or is it locked in place when folded? My concern is when it is in folded position and the hook arms will swing out during braking and hit the rear of the vehicle.

I went to the shop and checked out some of the platform bike carriers including the RockyMounts SplitRail, part # RKY11404. The arms do not lock in place, and after frequent use may swing a bit as you mentioned. You could carry a small bungee cord to hold the mast in place when no bikes are loaded and the rack is folded. I do have another option for you.
I recommend the Yakima HoldUp, part # Y02443. When the masts are lowered they can slip behind the wheel cradle holding them in place. This carrier also has a weight capacity of 60-lbs per bike and the carrier weighs 49 lbs.
