Does the Curtis 13130 class 3 trailor hitch require the stabilization strap for a bike carrier? The draw tight version is actually rated at less non haul weight but does not require one? Are they made from different materials?

The Curt hitch part # C13130 that you referenced which is a fit for your 2013 Acura RDX does require the use of the stabilizer strap # 18050 when you carry a bike rack.
Because of that I would recommend the Draw Tite Hitch part # 75784 that you mentioned since it doesn't have that same requirement.
These hitches are made by different companies who have their own warranty requirements and rate them in-house. I wish there was a more logical way to explain the strap recommendation on a hitch with higher capacities but it basically is Curt just being very cautious. Some would argue overly cautious on a hitch rated this high, but still it has to be used or the warranty would be voided.
