The anti-rattle hitch pin is included with the Hollywood Racks Trail Rider part # HR200Z that you referenced.

If you wanted to lock the rack to your hitch and then lock your bikes to the rack you would want the part # HRLHPTC which is a hitch pin lock and cable lock.
