The Class III hitches available for your 2015 Subaru Forester like the Curt part # C13144 are not rated for weight distribution systems. Typically this is not due to the hitch itself but more so the vehicle the hitch will install onto. Weight distribution systems do put a bit more stress on the vehicle/hitch than a standard ball mount and not all vehicle frames are able to handle that.
But for a ball mount that would allow your trailer to be towed level you would need to get a different measurement on the trailer. Get the trailer level and measure from the bottom of the coupler and not the top to the ground. That compared to the distance from the top of the hitch opening to the ground is the amount of rise you will need out of your ball mount. I attached a help article that details how to take this measurement for you to check out as well.
