The correct custom installation kit for your 2011 Chevy Silverado 2500HD is the Reese Fifth Wheel Installation Kit, item # RP50066-58, which includes the in bed rails that go with the custom install brackets. I have linked instructions for you to review.
Valley has gone out of business so there are no Valley kits available for your truck.
We cannot recommend mixing the rails and custom brackets from two different manufacturers, but your Husky 16K hitch will fit in the Reese rails that are included in the kit mentioned above. The Valley Install Kit, item # V55132, you mentioned is designed for 1999-07 Ford F-250 and F-350 SD Pickups, and will not fit your vehicle.
With the Reese Custom Install Kit, item # RP50066-58, you will not need to drill into the frame at all, and the only drilling required will be down through the bed to install the above bed rails.
