The best value for a bike rack that grabs the bikes only by the tires and can be locked is the Kuat Transfer part # KU74FR that you referenced. It comes with locks for the bikes. Most platform racks like this that only touch the tires are pretty expensive as this is the most desired style of rack. This rack happens to be a great price and pretty light at 47 lbs too.
