on my tandem boat trailer i would like to add 3,000 lb. can it be done by adding heavier springs and axles and tires it is now a 7,000 and like to make it 10,000 lb.

As long as the frame itself can handle the additional weight, you would need to upgrade all of the other components under that weight capacity including the coupler. I recommend using the Timbren Axle-Less Suspension - Spindle Only - Regular Tires - 5200 lbs # ASR5200S01. This will allow your to simply remove the existing suspension and axles and add a cross beam or add a piece of 2x3 inch tubing between the axles in the integrated holes.
With these spindles, you can use the Trailer Hub and Drum Assembly - 5,200-lb Axles - 6 on 5-1/2 - E-Z Lube # 8-201-5UC3-EZ along with the Dexter Hydraulic Drum Brake Assembly - Single Servo - 12" - Left Hand - 5,200 lbs # 23-324 and right hand # 23-325. If you are using electric brakes, you can use the Electric Trailer Brake Kit - Self-Adjusting - 12" - Left and Right Hand Assemblies - 5.2K to 7K # AKEBRK-7-SA labeled for the proper installation side.
You may also want the Brake Adjustment Spoon for Drum Brakes # W80630.

We have some galvanized hub/drum assemblies you can use for your boat trailer. The Trailer Hub/Drum Assembly - 6,000-lb E-Z Lube Axles - 12" Diameter - 6 on 5-1/2 - Galvanized # 8-201-51UC3-EZ will work great with the Timbren suspension system. For galvanized brake assemblies you can use the Demco Hydraulic Drum Brake Assembly - Single Servo - Galvanized - 12" - Left Hand - 7,000 lbs # 23511 and right hand assembly # 23510. If you want electric brakes, you can use the Electric Trailer Brake Kit - Dacromet - 12" - Left and Right Hand Assemblies - 5.2K to 7K # AKEBRK-7-D that are corrosion resistant, I just suggest unplugging your trailer connection when you back into the water to launch or load.
For the axles, If you want to move to galvanized, they only come in 7,000 lb capacity and you can use the above assemlies or change your bolt pattern using the Trailer Hub/Drum Assembly - 5,200-lb to 7,000-lb E-Z Lube Axles - 12" - 8 on 6-1/2 - Galvanized # 8-219-50UC3-EZ.
