Hello, I have a 2003 Chevy silverado 1500 extended cab pick up. It came from the dealer with Bully step bars that looks to be about 3 inch diameter. The drivers side bracket has rusted out and broke loose. Is it possible to just replace the brackets, and if so do you carry it? Or is it necessary to replace the whole bar with another one?

Unfortunately, without a model and a part number of the current bar, we will not be able to see if there is a replacement set of bracket mounts.
Your best option will be to look at maybe replacing the bar. Westin has a the E-Series Round Nerf Bars, # 23-1685 in powder coat black, and # 23-1680 in polished stainless steel. Both of these bars are a confirmed fit on a 2003 Chevrolet Silverado 1500 Extended Cab.
