Is Th Yakima frontloader bike rack the redesigned version or the recalled version from 2011

Yes, the Yakima FrontLoader # Y02103 is the most current version. A new version was released pretty much immediately following the recall.
There's also been an additional update since then so now the rack will accommodate 27-1/2 inch wheels as well.
