Are Kayak Carriers Required to Carry Kayaks on the Malone XtraLight Trailer MAL53FR

I assume you need jbars or something to secure the kayaks to?

Not necessarily though you would still have to tie the kayaks down to the trailer. You could mount a kayak, possibly 2 depending on how wide they are, directly to the crossbars on the Malone trailer # MAL53FR. But having the kayaks on a carrier will limit the contact between the bars and the kayaks, protecting them, and also will free up some space on the trailer should you need to carry other items.
What I recommend is to use the Rhino-Rack carrier # S512 with the expansion arm # RRS512X. This will allow you to carry 2 kayaks on padded cradles on the trailer.
Another option would be the Malone J-Pro2 Kayak Carrier with Tie-Downs - J-Style - Fixed Arms - Side Loading part # MPG117MD.
