Will the Darby Kayak Extend Truck carrier work in a dual hitch designed for hauling trailer and raised for bike rack? Can I safely put the kayak extend bar into the top bike carrier receiver?

Yes, the Darby Extend-A-Truck Kayak Carrier, # DTA944-968-924 will work in your dual-hitch receiver provided it's dimensions are 2" x 2". You will want to use a hitch lock such as # e98880 to secure the carrier in place, and you may be interested in an additional foam kayak block like the Malone # MPG172.
