I do have a solution for you to carry 4 bikes, but since the trailer hitch receivers that are available for your 2016 Chevrolet Cruz are 1-1/4 inch Class I receivers you will be limited to a 2 bike carrier for the hitch. To carry 4 bikes you will need to install a roof rack and carry 2 bikes on your roof.

As far as which hitch receiver I recommend, If you are going to have a shop install it I recommend the Draw-Tite Sport Frame # 24943 because it doesn't require the use of the Support Strap # 18050 for non-trailer loads. However, if you plan on installing it yourself, the Curt option # C11439 is a much easier install.

If you want a platform rack then I recommend the similar Swagman XC # S64650. This is compatible with a Class I hitch receiver and will hold 2 bikes. To add locks for security to this bike rack you can use part # S64029 for the bike rack and part # e98891 for the bikes to help deter theft.

For a roof rack I recommend going with the Yakima CoreBar Crossbars # Y00421 along with the BaseLine Towers # Y28TR and the BaseClip Fit Kit # Y06137. Which is compatible with your 2016 Cruze Sedan that doesn't have the rails or crossbars.

The roof mounted bike rack that I recommend is the Yakima FrontLoader # Y02103. This is a wheel mount bike rack and will work with pretty much any frame-style that does not have a fender. The reason that I recommend the Yakima bike rack is that you can install locks on the roof rack and bike rack that are all keyed the same so that you will only need one key for the whole system. To accomplish this you will need part # Y07208 which comes with 8 Lock Cores.

I have attached some review videos that you can check out.
