Will this fit my 2017 ram 3500 8 foot bed and does the bed come with the under rail system

If your 2017 Ram 3500 has the factory fifth wheel rail kit installed in the Curt A25 fifth wheel hitch part # C16046 that you referenced will fit it directly and will not require you to use an adapter of any type.
It drops into the 4 receiver pucks that are built into your factory underbed rails and installs easily.
