Expert Reply:

Curt requires stabilizing straps # 18050 on each of their Class I and II hitches, including the # C11416, and some of their Class III hitches with all non-trailer loads such as bike racks as a means to keep excessive movement of the accessories at bay. It is a warranty issue for Curt, and not a reflection on Draw-Tite hitches. In fact, we normally recommend going with the Draw-Tite option, which for a 2017 Honda HR-V would be # 24932, so customers can avoid having to deal with both the extra hassle and extra expense of the straps.

I've added links to a video install of the Draw-Tite for you, as well as a link to a demonstration of how the Curt straps work so you can take a look for yourself.
