Best Flat Towing Setup for a Jeep Wrangler Unlimited with D-Ring Bumper Mounts or OEM Rubicon Bumper

I have a stock 2013 Jeep Unlimited Rubicon front bumper and I need a base plate bracket, cable, light kit, breakaway and brake for my blue ox ranger II

To setup any vehicle for flat towing the basic parts that you need are a Base Plate Kit, Tow Bar, Safety Cables, Vehicle Tow Bar Wiring, a Supplemental Braking System, and most likely a High-Low Adapter.
Since your 2014 Jeep Wrangler Unlimited has the 3/4 inch D-Ring bumper mounts you won't need a base plate kit. Instead you will need to use the Adapter for Jeep D-Ring Bumper Mounts # RM-035 with a Roadmaster Tow Bar. I recommend using the Roadmaster Falcon 2 Tow Bar # RM-520 as it is rated for 6,000 lbs and is one of our most popular Roadmaster tow bars.
For Safety Cables I recommend the RoadMaster 68" Single Hook, Coiled Safety Cables # RM-643 which are also rated for 6,000 lbs and feature a coiled design to help keep them from dragging on the ground.
To install Vehicle Tow Bar Wiring on your Wrangler Unlimited I recommend using the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267. This will give you a 6-Way plug on your Jeep and provide a wiring adapter from the 6-Way to the 7-Way on your motorhome.
For a Supplemental Braking System the SMI Stay-IN-Play DUO Supplemental Braking System # SM99251 is one of the best options that we have. It will activate the brakes on your Jeep in at the same time and with the same intensity as the brake pedal on your motorhome. After the initial setup there is no effort involved to activate it for flat towing. You will also need to install the RoadMaster Stop Light Switch Kit # RM-751452 for this braking system to work effectively.
Since the battery in your Jeep Wrangler Unlimited will need to be disconnected for flat towing there are a few other things that I recommend installing to make life a little easier. The first would be an Automatic Battery Disconnect with Switch # RM-766. Instead of having to physically disconnect your battery every time that you flat tow, you will simply need to disconnect the plug instead. A Charge Line # RM-156-25 is also a good idea so that your battery will not be affected as much when using the supplemental braking system. You can wire this to the center pin on the 6-Way connector from the Wiring Kit # RM-15267 as that is wired for the 12V power from your motorhome.
Finally we have the High-Low Adapter. Most, but not all, flat towing setups need a high-low adapter. I have attached a helpful article for you to review to see if one is needed for your situation or not. I have also attached a link to our selection of adapters for you to filter through should you need one.
I have attached some installation videos that you can reference for installing these items on your Jeep. You will also want to consult your owner's manual for any special flat towing instructions that you may need to follow.

For your 2013 Jeep Wrangler Unlimited with the Rubicon front bumper you will simply need to use the Roadmaster XL Base Plate Kit # 1444-1 along with the Blue Ox Rangefinder II or III Tow Bar to Roadmaster Base Plates Adapters # RM-037.
You can then use all of the same equipment that I previously mentioned with a few exceptions.
You will not need the RoadMaster Stop Light Switch Kit # RM-751452; instead you will need the Roadmaster Brake-Lite Relay Kit # RM-88400 to use the SMI Stay-IN-Play DUO Supplemental Braking System # SM99251.
Also, you will not need any of the equipment that I recommended for the battery since you will not need to disconnect the battery, but you could still use the Charge Line # RM-156-25 if you would like.
Other than those few changes, everything else is compatible with both Jeep options that you asked about.
