Is Stabilizer Strap Needed with Curt Hitch C11498

Do I need a strap when installing a bike rack and bikes to part # C11498? Does the strap come with C11498 or do I have to buy it separately?

Curt requires the use of their stabilizer strap part # 18050 when using their hitch to carry a non-supported load like a bike rack with the hitch part # C11498 that you referenced. It is sold separately. I attached a review video for you to check for the strap as well.
