Obviously the frame needs to be metal for the grounding but is there a certain frame to use?

Snap-In License Plate, Utility or Dash Light # LP11CB, when used as a license plate light, fits into a 1-1/4 inch hole in a bumper; usually found on trucks with step bumpers. There isn't a license plate frame that has a 1-1/4 inch hole. The hole would have to be put into the frame if used on a trailer.
Another option is to use a license plate frame with a built in light such as # LP55CB or # LPL55CB.
