How tall are the adapters? We want to fold the rack when we are not using it.

The Bike Rack Adapters # CC-125 sit about 11 inches off of the ground. These adapters may be compatible with other cargo carriers but they were designed to work with the 23x60 Stromberg Carlson Cargo Carrier # CC-100 which cannot fold. Unless the shank on your carrier allows the base to sit further away than 11 inches your better bet would be to go with a bike rack.
A great cost effective bike rack that would work well for your application is the Curt # C18085 2-bike rack. This bike rack is compatible with 1-1/4" and 2 " hitch receivers and can carry up to 2 bikes that weigh 45 lbs each. Although it doesn't fold, the arms are quickly and easily removed for when you are not carrying bikes.
