The Timbren axle-less trailer suspension kits like # A12WS545 and all others shown on the linked page come as a set of two so that they can completely replace a standard beam axle/leaf spring trailer suspension.
These kits are available in a range of weight ratings from 400-lbs capacity (per pair) up to 7000-lbs capacity (again, per pair). Kits also vary in their included parts; some have hub/drums and brakes, others hubs only and others come with no hubs.
