You have a few things you can try to remove the Thule T2 Classic, part # TH9045.
When unbolting, try having a friend lift up on the rack. Over time, the shank can develop a minor deformity that gives it a little bit of a curve (This is so slight it won't ever be visible) and makes it harder to remove. This curve won't impact the rack's overall performance except when you attempt to remove the rack, as the bolt holes in your receiver and on the shank will be slightly off center. Lifting up on the rack will let the bolt realign with the opening and be easier to remove.
If there's been a theft attempt on your rack, then the threading on the bolt can be damaged and become difficult to remove. You'll need to remove it by lifting the rack or having the bolt drilled out and purchasing a new bolt, part # 853-5917. This will allow you to use the same lock.
