The etrailer water resistant Cargo Bag # 988501 that you referenced is a soft cargo bag. It is soft.
If you would like bag that retains the rectangular shape then I recommend the 48-3/4" x 24" x 22" Carpod Walled, Folding Cargo Carrier # M2205-01-02 for a 2" hitch receiver. This is slightly smaller than the 59" x 24" x 24" etrailer Cargo Bag # 988501.
